Dinosaur.... Thing

Not sure what this is, but I HAD to buy it. The store had about a dozen of these on the shelf, and you would have to think that I am the ONLY PERSON to buy one.

It was near bathroom accessories, but that doesn't help much. If it truly is a bathroom item, maybe one of those little soaps go into the hanging bowl? It could be an incense burner, I suppose. The bottom "cup" looks like it could hold a tea candle. The only other thing I can think of... you know how junkies in movies always cook their heroin in a spoon over a flame? Maybe a candle goes on the bottom and the heroin cooks in the bowl?? Seriously, I don't know.
